Dr Daniel Tutu Benefoh

Director
Carbon Market Office

Dr. Daniel Tutu Benefoh is the Lead of the Ghana Carbon Market Office (CMO) and Acting Director at the Climate Change Unit of Ghana’s Environmental Protection Agency (EPA).  He serves as Ghana’s UNFCCC National Focal Person and is a key technical lead in updating the country’s Nationally Determined Contributions (NDCs), advancing carbon markets, and promoting low-carbon development.

He plays a central role in Ghana’s implementation of Article 6 of the Paris Agreement, including the successful issuance and transfer of 11,733 tonnes of Paris-aligned Internationally Transferred Mitigation Outcomes (ITMOs) to Switzerland in 2025—marking the first such transfer from Africa.  The CMO, under his leadership, is focused on building local capacity, reducing reliance on foreign service providers, and ensuring Ghanaian actors can participate in carbon trading across the value chain.

Dr. Benefoh is also a part-time lecturer at the University of Ghana, Centre for Climate Change and Sustainability Studies, and holds academic qualifications from the University of Ghana, the University of Twente (Netherlands), and the University of Bonn (Germany).  He is actively involved in climate negotiations, MRV (Monitoring, Reporting, and Verification) systems, and policy development to mobilize international climate finance.

His work emphasizes clean cooking, renewable energy, low-carbon hydrogen, and sustainable cocoa production as critical pillars in Ghana’s path to net zero emissions by 2060.
