ICR Facility – Multi-Country Reform Leadership (2019 – 2025)
Leadership Summary
I led the British Council’s delivery within a multi-partner, EU-funded consortium driving inclusive investment climate reform across ACP countries. I provided strategic oversight for multi-country programme design and implementation, team leadership, and stakeholder engagement—aligning reform interventions with gender, youth, and disability inclusion priorities. I built and managed cross-functional teams, developed delivery systems and tools, and coordinated partnerships with government, private sector, and development actors. My leadership shaped technical assistance, knowledge products, and sustainability platforms that continue to influence policy and institutional practice beyond the programme’s lifespan.
Key Activities
Through the ICR Facility, I:
- Guided teams to deliver 23 technical assistance interventions in 13 ACP countries focused on inclusive policy reform, financial access, and enterprise resilience for women and youth-led businesses. Read about them in the Country Implementation Case Studies.
- Provided technical advisory and support to teams in producing over 60 knowledge products (reports, blogs, videos, webinars etc.) for 79 ACP countries.
- Co-authored the publication How to Make Business Environment Work for Women’s Economic Empowerment.
- Quality reviewed the Business Environment Reform for WEE training curriculum for the training of public and private sector stakeholders.
- Conceptualised and designed the Partners 4 WEE Community of Practice.
- Conceptualised and designed the Impact Advisory Group, a sustainability platform for continued work on WEE and YEE in Nigeria.
- Represented the ICR Facility on international platforms and moderated panels.
Established sustainability platforms and institutional handover mechanisms to ensure continuity of reform efforts beyond the programme’s lifespan
Outcomes
The ICR Facility advanced inclusive economic reform across ACP countries, with tangible results for women and youth. Our interventions supported the creation of national strategies, legal reforms, and institutional mechanisms that improved access to finance, formalisation, and policy influence.
