Ethiopia – Social Enterprise Policy Reform
Context
The Ethiopia intervention focused on integrating social enterprise recommendations into the National Enterprise Strategy and strengthening the capacity of Social Enterprise Ethiopia to support sector growth. This was critical to ensuring that the needs of social entrepreneurs were recognised in national policy and that the membership body could sustainably advocate for and advance the social enterprise ecosystem.
How we did it
- Supported the development of criteria to define social enterprises in Ethiopia.
- Facilitated the creation of a task force to integrate social enterprises into the National Enterprise Strategy.
- Produced an action plan and Monitoring & Evaluation (M&E) framework to guide sector development.
- Delivered capacity-building workshops to strengthen Social Enterprise Ethiopia’s (SEE) ability to mobilise resources and advocate for the sector.
Outcomes
- SEE secured grants and contributed to a draft law supporting social enterprises—a milestone in its long-standing advocacy efforts.
- The intervention supported women’s economic empowerment, with one in three social enterprise leaders in Ethiopia being women.
- Institutional foundations were strengthened for inclusive policy reform and long-term sector growth.
